Completely Confused

There's this guy and I really like him; he's (sopohmore)16 and I'm (freshman) 14. Our age is not the problem. The problem is he says he likes me (he even kissed me, TWICE!), but he says he can't be with me because he thinks he would cheat on me.

He's SUPER cute and every girl who knows him has a crush on him, but he says I'm "special." Lately, he's been around a lot of girls and sort of not talking to me as much.

My feelings are really hurt and I want to know what I should say or do to let him know how I feel.
