Let Him Go or Try Harder?

I'm a freshman in high school. I really like this boy. He's a junior. Tall, sporty, lifeguard. Perfect. We met in a school club and have been hanging out ever since. He claims to like me and ONLY me a lot. My friend just informed me that he tells everyone that he doesn't in fact like me. He won't ask me out, kiss me or even do anything romantic with me.
