Love or Fantasy?

I am 13 and in a very awkward situation (for me). All of my friends say I am way more mature than most people my age, and in truth, I feel like a 15 year old most of the time. I think I'm in love with a guy from my church, but am really confused because most of my life I have been told that below 17-ish is too young to "actually fall in love." He's pretty much in my thoughts all the time, but I don't know what to do! Do I tell him my feelings for him, and go from there, or do I wait and see if all this blows over? Plus, he's 17!
