Not Ready for a Relationship?

He's been flirting with me and saying that he likes me for a while now. I am not sure what to do anymore. I wonder if he's not ready for a relationship with me. I mean if he did like me enough I would think that he would try and do something about it, like he said he would a while ago. But I don't think that will happen and it's really killing me inside. What do you think I should do? Should I just try and forget about him or wait? Should I do something about it? And if so, what should I do?
