Say it to him when you feel that it's right. It's something you can't just say, you need to find it by being yourself and if you like him, you need to give it time and make sure you mean it when you say it to him.

You should tell him that you love him when, and only when, you know beyond any doubt that you love him. I know it is hard to not say it back to him, you probably even feel guilty, but in the long run it's much worse to say it when you don't fully mean it. Good luck!

You don't have to do or say anything. Don't allow his feelings or words to influence your behavior or feelings toward him.
Relax, be yourself and accept and appreciate the way he feels about you without becoming a chameleon to his feelings for you. You don't have to say it back and don't change your behavior just because he said it to you, especially if that's not the way you feel about him.
