Should Boy Make the First Move?

Dear Laura, I could use some advice. There's this guy who likes me. I never liked him but he follows me where ever I go and stares at me in a polite, cute kind of way. In the morning, he waits for me outside school, but he's never really tried talking to me. After all this, I've started having some feelings for him, but I am confused about whether he likes me or not.
